According to the decision, the industrial cluster will be developed with a focus on green and clean industry, applying advanced technology. It will include investment in a centralized wastewater treatment station using modern environmental processing technologies.

In addition, the project will feature separate systems for surface water and wastewater collection, designated areas for waste gathering and disposal (including industrial waste and solid waste), lighting systems, greenery, and other synchronized, modern infrastructure components.

The Hanoi People's Committee has assigned Hoang Tin Infrastructure & Urban Development Investment Joint Stock Company as the project developer, with a total investment of over VND 623 billion. The construction is expected to be completed within 23 months from the date of approval, with a 50-year operational term.

The industrial cluster covers an area of 26.3 hectares, located in Nam Tien Commune and Phu Minh Town, Phu Xuyen District. It will mainly accommodate production sectors such as furniture making, mechanical engineering, and other industries compliant with legal regulations.

Moreover, criteria for selecting secondary investors prioritize businesses engaged in clean industrial production, applying automation and modern technology, ensuring environmental standards, and relocating traditional craft production facilities from residential areas to centralized industrial zones while meeting the above requirements.

The primary investor is fully responsible for the accuracy, truthfulness, and legality of all information, figures, and documents submitted with the project proposal. They must also ensure sufficient equity, loans, and mobilized capital to implement the project in accordance with legal regulations.

This decision takes effect from the date of signing.
